Jira's model is issues, and configuring it into something else is a project with an administrator attached. Zephyro starts from renaming: the work is called whatever your business calls it, per type of work, from the first day and in the interface rather than in an admin console.
What both do
Both give you custom fields, your own statuses, boards, roles and a history of changes. Neither will stop you tracking work. Anyone claiming otherwise about either product is selling something.
When Jira is the right answer
If your team ships software, if you depend on the ecosystem around it, or if you already have someone who knows it well — stay. A mature tool your people know beats a better-fitting one they do not, and switching for its own sake costs more than it returns.
When Zephyro is
When the work is claims, matters, tickets or campaigns rather than issues; when you need Hebrew or Arabic in the product itself and not as a label; when you want an AI assistant to operate the workspace with your permissions and leave an attributed trail; and when you do not want an administrator between you and a stage you need.
